A county government has final say on whether wind energy or solar project gets built.
There is a focused effort in Indiana to stop wind and solar, county by county. And it’s working.

The transition to renewable energy is under attack at the county level as Hoosier county governments are listening to anti-renewable NIMBY activists and passing solar or wind moratoriums. These moratoriums halt clean energy progress in a county long enough for renewable opposition to get local government approval on anti-renewable regulations that can stop wind or solar permanently.
These anti-renewable activists use social media to organize statewide and are making a coordinated effort to turn local county governments against renewable clean energy projects.
The Opposition’s Strategy - Misinformation, Bad Manners and Intimidation
Their strategy is to make a sneak attack against renewables at the local level while climate activists focus on the board room, state capitols and Congress.
Anti-renewable activists stoke NIMBY fears, using misinformation about solar panels “ruining” farmland from chemicals “leaking” out of them (when no such risk exists), along with other myths.
They show up in large numbers at county government hearings, often shouting down their pro-renewable energy neighbors, and intimidating their elected officials.
The Bad News - It’s Working
In the past year in Indiana alone the following counties are either considering or have passed solar moratoriums which BLOCK solar energy:
Madison County
Montgomery County
Wabash County
Ripely County
Spencer County
Henry County
Delaware County
Porter County
Whitley County
Marshall County
Putnam County
This is a National Trend. Unless We Start Fighting Back, Clean Energy will be Stopped in its Tracks in County Courthouses Across the Midwest.
